Offer of European grants from the CEF Transport programme

Under the Connecting Europe Facility (CEF), several grant titles have been opened for the development and modernisation of rail and road transport infrastructure within the global TEN-T network. In our text you will find a comprehensive overview of them.

Global and core network – railroad transport infrastructure

Work, study or a combination

Application deadline: 30 January 2024
Maximum amount of support: 85 %
Allocation for global network projects: EUR 350m
Allocation for core network projects: EUR 2,800m
Eligible applicants: Legal entities established in one of the Member States eligible for funding from the Cohesion Fund.

Supported activities

  • Construction/upgrading of cross-border and missing links.
  • Increase of junction capacity, including better linking of long-distance and local transport.
  • Connection of freight terminals to the TEN-T network, including construction/modernization of the railroad infrastructure component of the terminals.
  • Electrification of line tracks and modernisation/construction of electrification systems.

Roads, rail and road terminals and multimodal logistics platforms

Application deadline: 30 January 2024
Maximum amount of support: 85 %
Allocation: EUR 2,800m
Eligible applicants: Legal entities established in one of the Member States eligible for funding from the Cohesion Fund.

Supported activities

  • Construction or upgrading of rail and road terminals, intermodal transhipment points and other publicly accessible multimodal logistics platforms located on or near the TEN-T network.
  • Projects may include connecting or diverging tracks; electrical connections; electrification and modifications to reduce energy consumption; sidings for vehicles and containers; modifications to handle 740 m trains; transhipment equipment for intermodal loading units based on zero-emission fuel (e.g. electricity, hydrogen); specific facilities for the transport of semi-trailers by rail; upgrades to facilities to allow the transhipment of new intermodal loading units; ICT equipment and applications to improve interoperability; the use of digital transport data or terminal handling such as photogates and automatic unloading facilities.

Safe parking infrastructure

Allocation: EUR 150m
Eligible applicants: Legal entities established in one of the Member States eligible for funding from the Cohesion Fund.

Supported activities

  • Construction of new or upgrading of existing secure car parks to be certified in accordance with Commission Delegated Regulation (EU) 2022/10124 (including security, information and communication technologies) on the TEN-T road network and its junctions for freight and commercial vehicles.
  • Work to optimize the use of existing secure parking facilities for trucks and commercial vehicles through static and dynamic information devices related to the collection, processing and dissemination of parking information.

Improving transport infrastructure resilience

Maximum amount of support: 85 %
Allocation: EUR 150m
Eligible applicants: Legal entities established in one of the Member States eligible for funding from the Cohesion Fund.

Supported activities

  • Improving the resilience of transport infrastructure, in particular adapting/upgrading infrastructure or installing intelligent monitoring systems due to climate change and/or natural disasters.
  • Projects should highlight the high risks associated with the absence of measures to support the resilience of transport infrastructure.

Road safety

Maximum amount of support: 85 %
Allocation: EUR 150m
Eligible applicants: Legal entities established in one of the Member States eligible for funding from the Cohesion Fund.

Supported activities

  • Upgrading existing road sections of the main and global network with poor safety ratings or high accident frequency to improve the safety of these sections.
  • Such projects may include: systemic improvements to in-built road safety; implementation of measures identified in network-wide road safety assessments; upgrading of the most critical sections with the highest accident risk (“hot spots”) identified in road safety assessments; introduction of digital information systems for the safe use of roads and road tunnels and/or for compliance purposes.

 

Form of support:
  • This is a mixed grant based on actual costs (actual costs with unit cost and flat rate elements).
  • This means that the grant will ONLY cover certain types of costs (eligible costs) and costs that have actually been incurred for the project (NOT budgeted costs).
  • In the case of unit costs and flat rates, amounts calculated as explained in the grant agreement may be charged.

 

Other conditions:
  • Infrastructure and facilities supported under the CEF programme must be made available to all entities on a non-discriminatory basis.
  • In order to ensure the efficiency of EU funding, applicants are strongly encouraged to submit applications for projects with a total requested EU contribution to eligible costs reaching a minimum of EUR 1,000,000.
