As the end of summer approaches, it is a time of year that brings a number of subsidy opportunities for farmers, processors and forest owners. The Ministry of Agriculture plans to open a total of eight calls during October, under which over CZK 7 billion will be distributed among successful applicants. The support is intended for investments in modernising agricultural holdings as well as for developing innovation, reforestation or the start-up of young farmers. If you are considering a project, now is a good time to prepare your application and consult on your project.
In the 6th round of applications, there are again minor changes to some of the preferential criteria and other conditions. “For the intervention Investments in agricultural holdings, the allocation of preference points has been newly introduced for projects where the applicant is a university school enterprise or secondary school enterprise. In addition, the potential point gain for micro-enterprises has been increased. They can now get up to 8 points, compared to a maximum of 4 points in last year’s challenge. At the same time, the maximum amount of the subsidy for this intervention has been reduced from CZK 30 million last year to CZK 25 million.”
“In the case of the intervention Investments in the processing of agricultural products, it is worth mentioning in particular the reduction of the minimum threshold for obtaining support – from the previous 15 points to the current 9 points, which is related to changes in the bonus points of some preferential criteria,” says Bohuslav Švehla, an expert on agricultural subsidies from Grant Thornton.

Starting up as a young farmer
The aim of the intervention is to attract and retain young farmers in the sector and to facilitate their start-ups by providing a grant to implement a business plan to start a business. The support is provided in the form of a direct non-refundable subsidy for the implementation of the business plan and its basic rate is CZK 1.5 million. Projects may, among other things, focus on the construction or reconstruction of agricultural buildings and the acquisition of technology for livestock or crop production, the construction and reconstruction of load-bearing structures and hail protection systems, the purchase of agricultural real estate, livestock and seed or feed.

Investments in agricultural enterprises
Support under this call is aimed at investments in agricultural production leading to a reduction in production costs and the modernization or improvement of the quality of primary agricultural products. Agricultural entrepreneurs and groups of farmers can apply for the subsidy of up to CZK 25 million. Eligible expenditure includes livestock production, crop and nursery production, purchase of special mobile machinery for agricultural production, tanks to retain rainwater from the roofs of agricultural buildings, retention tanks, general costs associated with the preparation and implementation of the project, and mobile fencing. New additions include warehouses for organic grain and oilseed production, seed grass and clover warehouses.

Investments in the processing of agricultural products
The intervention is aimed at increasing the efficiency of production and the overall competitiveness of enterprises in the processing of agricultural products under three objectives. Agricultural entrepreneurs or, for example, feed and food producers will be able to receive a subsidy of up to CZK 30 million for investment expenses. The call will support investments in equipment related to the processing of agricultural products and the marketing of products, which will enable processors to use modern technologies, contribute to the development of local markets and shorten supply chains. Specifically, investments in equipment for food and feed production, for the finishing, packaging and labelling of products, for storage and for investments related to the marketing of products, including the construction and renovation of buildings and shop equipment.

Innovation in the processing of agricultural products
This call will finance cooperation and investment expenditure. It focuses on developing innovation in the processing and marketing of agricultural products. Projects that introduce new or significantly improved products, processes, or technologies with respect to their characteristics or intended use will be eligible for a grant of up to 60%. The support is intended for groups of at least two entities and the technologies, products and processes introduced must be new (or substantially improved) for the sector at least for the Czech Republic.

Investments in the restoration of calamity areas
The intervention focuses on the restoration of forest stands after abiotic calamities caused by climatic and other influences (e.g., destructive winds, wet snow, frost, fire, drought) and selected harmful biotic factors. Not only owners, tenants and leaseholders of land will be able to receive a subsidy of up to CZK 40 million for a project devoted to the removal of calamity-damaged forest stands up to 40 years old for reconstruction, preparation of areas after calamity logging before reforestation, artificial regeneration by planting and sowing on areas after calamity logging and protection of established forest stands. It is now possible to support the restoration of poplar stands after a calamity.

Conversion of stands of replacement trees
This intervention will support the restoration of replacement trees in emission areas A or B. A grant of up to CZK 40 million will be available for reducing tree density for the purpose of underplanting or removing the original vegetation for the purpose of converting replacement tree stands, preparing areas prior to afforestation, artificial regeneration by planting, fertilising forest trees at planting and protecting established stands. Only one-off investment and non-investment costs are eligible. A given reconstruction of a stand of replacement trees can therefore only be carried out once per programming period.

Investment in the protection of ameliorative and reinforcing trees
Owners, tenants, lessees and borrowers of forest stands will be able to receive financial support of up to CZK 1 million to cover the cost of purchasing and installing mechanical protection fencing for ameliorative and reinforcing trees planted in accordance with a restoration project. The project may also include equipment enabling access to the fencing. When implementing a project in areas with grouse protection, if wire fencing is implemented, highlighting them (e.g. with coloured tape) will also be an eligible expenditure.

Support for operational groups and EIP projects
The grant support is aimed at transferring the results of research and innovation into practice in agriculture, food and forestry through the cooperation of members in the so-called EIP operational group. Agricultural entrepreneurs, food and feed producers, and forest holders will be able to apply for up to 100% support for three main types of EIP projects: innovation with investment (in particular innovation in technology) or innovation without investment (e.g. organisational innovation or changes in technological processes) in the agricultural or food sector. In the forestry sector, innovations without investment costs will be supported.
